"It is forbidden to order that there will be no survivors," the directive says.
"A not-to-be-underestimated factor in our engagement of members is the personal one," the directive said.
The directive said the President "reaffirms" his decision to continue funds for production of the aircraft.
The directive also says that public arms markets will be prohibited.
The directive specifically says, however, that such information should not be sought from any victim or a witness to a crime.
Today's directive does not say anything about such financial incentives.
The directive also says that applicants facing threats to their health or safety should be considered for shelter.
"If the violator is homeless, the member will first offer social services prior to an enforcement action," the directive says.
As the directive now says, it is being left up to the Member States to decide whether or not to issue a licence.
"Do not return calls or comply with any requests," the directive said.
