A newly appointed director of HealthSouth, Lee S. Hillman, testified Monday that changing the board now would jeopardize negotiations with creditors and force the company into liquidation.

"The poor tax has done more damage than anything else to the supply of affordable housing," the housing council's director, Jenny Laurie, testified at a board hearing last week.

The budget office publishes an economic outlook at least twice a year, and its director, Douglas J. Holtz-Eakin, testifies frequently before Congress.
