"We should not have to be completely reliant on second homeowners," he said.

Since the law began, the effective tax rate on homeowners has fallen from $1.62 to 84 cents per $100 of market value.

"We'll be focusing on investors and individual homeowners," he said.

With rising interest rates, some say the pressure on homeowners will only increase.
