The world no longer fits easily within our regulatory scheme.

"We still have vestiges of a regulatory scheme from the 1930's," he said.

The state officers call on Federal officials to develop a national regulatory scheme for environmental claims.

"They are really making it impossible for the state to implement its own regulatory scheme," he said of the federal government's policy.

He predicts that an auction system will be built into any American regulatory scheme.

"Every time someone talks about a new regulatory scheme it adds costs."

The regulatory scheme has not adjusted to the drastic changes taking place in health care since the early 1980's.

"The regulatory scheme is not driven by the costs that will be imposed," he said.

It takes time to work through what the regulatory scheme is going to be.

And if they did, would we really want businesses to have to comply with 30 or 40 different regulatory schemes?
