The proposed date of entry into force is 1 January 2005.

Firstly, we want to move the date of entry into force forward for certain categories.

The scheduled date of entry into force of the directive remains 1 July 1996.

I share the argument that there is a need to postpone the date of entry into force, to enable businesses to adapt to the new rules.

Would it not be appropriate to bring forward the date of entry into force and to implement the directives immediately in order to avoid another major disaster?

Likewise, the Commission cannot consent to Amendments 20, 23, 30 and 34, dealing with the dates of entry into force of various provisions.

Emission limits for new stationary sources should be enforced within one year after the date of entry into force of the Protocol for the party in question.

However, the liberal amendment creates confusion about the date of entry into force and in strict legal terms, something like that cannot be provided for in this Regulation.

The Commission can accept in principle Amendments 26 and 27 concerning adaptation to the rules of procedure and the date of entry into force of the regulation.

I therefore support this proposal for a Council Decision which simplifies the determination of the date of entry into force of this Convention in relation to Romania and Bulgaria.

I welcome the increased flexibility concerning the date of entry into force of this regulation, as it should give producers more room for manoeuvre, in order to prevent the destruction of tyre stocks.
