Another banker said that could happen by early next week.

Bankers say they are willing to change but cannot figure out exactly what the Government wants.

Officials and bankers in Europe said they were not surprised.

"Everything has been cut off," a foreign banker here said.

American bankers in China say that, for them, such a strategy is not possible.

"He has been very professional about the whole thing," the banker said.

"I got up early to see my wife in the hospital," Banker said.

One banker said that if the $600 million is not taken by the end of September, it would no longer be available.

But bankers said the final amount is expected to be somewhat less.

Some foreign bankers here say they were asked to report their loans to the Government.
