Susan D. Alter, a white Democratic Councilwoman, managed to keep the seat in 1991 when she captured the Jewish vote in the primary and seven black candidates divided the rest.

Marian B. Tasco is a Democratic Councilwoman representing the Ninth District on the City Council of Philadelphia, Pennsylvania.

Likeminded fellow Democratic Councilwoman Stacy Head found herself soon facing a recall petition.

"Certainly Manhattan was defunded more than anything else, and Queens seemed to be heavily funded," said Ronnie Eldridge, a Democratic Councilwoman from the Upper West Side.
