Governor Locke even called the Legislature into special session three times this year but got nowhere - a state record for political futility.

Governor Locke has also proposed to exempt inmates judged least likely to commit new crimes from supervision after they are released.

"Some members of my family are still very nervous about acknowledging what happened back then," Governor Locke said.

Governor Locke expressed hope that the salmon war was only between politicians.

Governor Locke's plan calls for a two-year increase of about 4 percent.

"This has had a huge impact," Governor Locke said in a news conference on Saturday.

"And now," Governor Locke said, "they're going to have to scramble to terminate other programs in order to cover those costs."

"It will roll back the progress women have made in getting equal pay for equal work," Governor Locke says.
