"The whole thing has obviously gone out of control," a retired Indian diplomat said today.

Khare started his career as an Indian diplomat in 1984.

"We're going through lean times now," an Indian diplomat said.

He is well known among Indian diplomats for his visit to Sudan in 1975 where the whole town showed up to see him.

Singh is rated among the most distinguished in his generation of Indian diplomats.

"Frankly, we don't know what he wants," said a senior Indian diplomat here.

India may also have a different government in three years, though Indian diplomats insist that the rejection of the treaty has broad political support.

One shares the opinion of the Indian diplomats about these young punks.

"Quite frankly, it would be best for all of us if he stayed here briefly and then went away," a top Indian diplomat said.
