"And I hope the new interagency committee will be able to reach agreement."

An objection from any member of the interagency committee would have started, as required by law, an additional 45-day review.

Formally speaking, foreign policy in this administration is made through the usual interagency committees.

Officials on the interagency committee, however, identified a number of concerns involving the economy and stock exchanges that needed to be addressed.

The financing is for research, prevention projects and support for the interagency committee.

One official added that a high-level interagency committee would reconsider the vaccine issue later this year.

"The main failing" of the interagency committee, the report said, "is that it does not take a long-term perspective in dealing with foreign ownership and control."

"There has been in one form or another an interagency committee to try and do this coordination," Mr. Gates said.

The White House said it had adopted the panel's recommendations for the creation of special interagency committees on foreign intelligence and global crime.

"I try to bring together what we're doing with the hot line, with the interdepartmental committee, the interagency committee, and just coordinate the response."
