A review of available Iraqi documents indicated the following:
A copy of what appeared to be Iraqi military documents buttressed their account.
A translation of the new Iraqi document was reviewed by a Pentagon working group in the spring, officials said.
The Iraqi document itself states that "cooperation between the two organizations should be allowed to develop freely through discussion and agreement."
In addition, more than 600 captured Iraqi documents were reviewed.
Last March, the federal government set up a Web site to make public a vast archive of Iraqi documents captured during the war.
The Cryptome.org website has posted some of the removed Iraqi nuclear documents.
In late September, for example, the agency seized more than 60,000 pages of Iraqi documents, many of them describing the supplier network.
