Still, Judge Kaye is the only woman among the seven judges of the appeals court.
The changes are the first to arise from Judge Kaye's review of the state jury system.
"They should work things out," Judge Kaye said in an interview.
He was a law clerk for Judge Kaye from 1996 to 1998.
They prepared a serious bill in plenty of time for action, and their proposal is close to Judge Kaye's.
"I had to do a lot of research to prepare," Judge Kaye said.
The governor has not done anything wrong, and he looks forward to the conclusion of Judge Kaye's investigation.
Even under those guidelines, Judge Kaye wrote, the company could not prove its case.
"A high school education is now all but indispensable," Judge Kaye wrote.
As for the statement itself, Judge Kaye said that she had begun wearing it last week.
