"The court said Judge Motley completely misinterpreted the terms of the consent decree," she added.

He said Judge Motley had found that the city could use its arraignment process to meet the deadline.

Rosedale is being operated by a trustee appointed by Judge Motley.

They maintained that they would now work together to adjust the proposed settlement to address Judge Motley's concerns.

"At one point in oral argument before Judge Motley, she observed, 'You're going have to move them along or stop arresting them in numbers.' "

Such citations are extremely rare, he said, and he was concerned Judge Motley could be hampering the defense lawyers from adequately representing their clients.

The three lawyers have complained bitterly that Judge Motley has sided with the prosecutors consistently.

Amtrak had argued before Judge Motley that it had the right to eject anyone who was not in the station for a legitimate business purpose.

The Dodgers' lawyer did not dispute Judge Motley's long description of the events leading to the suit.
