However North Korea jams both South Korean broadcasts and foreign shortwave broadcast services which it believes to be against the North Korean regime.

According to the National Security Act in South Korea, it is illegal to tune into or publish frequencies of North Korean and even Japanese broadcasts.

"It is not so common that a North Korean broadcast quotes his name this way, because it is a sensitive issue," Mr. Paik said.
