Lord Fraser said: 'This is the first systematic research for a number of years on the operation of the hearings system.

Lord Fraser drew up the 1991 indictment against the two accused Libyans and issued warrants for their arrest.

A spokesman for Lord Fraser said no additional details would be provided to avoid prejudicing the investigation.
