"I've been able to come in here and really kind of change this whole department around," Miller told the newspaper.

Miller had always told him to cover for the flight crews.

"The most wonderful guys in the world," Miller told me.

Later, sitting in his office, Miller told me that he wanted to establish parameters.

"That's not my decision," Miller told a group of reporters.

Miller told himself: it had to happen, one day.

But when we talked earlier this month, Miller told me that the new program wasn't going to start in August after all.

Mr. Miller told the jurors that conversation had never happened.

Others say Miller became drunk one night and told a marshal about a train robbery that was to take place in the near future.
