Mr. Gore added that the Administration had ruled out tax increases to meet the obligations of the treaty.

Mr. Gore added that he perceived no general backlash among scientists against his work.

Democrats complained about the rule change, saying that if the rules had remained the same, Mr. Gore would have added even more votes.

Mr. Gore would add a new prescription drug benefit to Medicare.

Mr. Gore has occasionally added a splash of color to the tableau when describing his military service.

"Once again," Mr. Gore added, "out of all the 50 states, only one state is being held up there on television."

Mr. Gore accepted and added: "I hope you can convince the other fellow."

Mr. Gore agreed, but then added, "I think we should find a way to allow some kind of civic unions."

"Don't let anybody tell you that your vote doesn't count," Mr. Gore often adds at this point.

But Mr. Gore added that things were changing for the better.
