"The anti-Chinese sentiment is based on a simple and profound motive," said Robert Pastor, a political scientist at Emory University.

According to Robert Pastor, a former U.S. national security advisor, 74% of Americans polled approved of the action.
"I think that one can anticipate administratively that there will be problems," said Robert Pastor, a member of Jimmy Carter's observer delegation.

"By and large, we haven't done it, though, because we don't have the resources," said Robert Pastor, a senior official at the center.
Robert Pastor said, however, that it was "inconceivable" the Carter Administration would have participated in such an arrangement.
"This is a diplomat unlike any other," said Robert Pastor, a former National Security Council aide, now a professor of international relations at Emory University.
