Prior to his election to the provincial legislature, Peck was a trustee and the first Chair of the Scarborough Board of Education.
The building served as the municipal office and office for the Scarborough Board of Education.
He had also served as a school trustee on the Scarborough Board of Education from 1994 to 1997, following unsuccessful campaigns in 1988 and 1991.
It opened in 1963 for the then Scarborough Board of Education (later Toronto District School Board).
The bell has since vanished; it was borrowed by the Scarborough Board of Education but returned to Woburn Jr., a nearby elementary school.
He became an Anglican priest, and was chair of the Scarborough Board of Education before entering provincial politics.
Before 1998, Scarborough Board of Education operated those schools.
