The lower house will now be asked to adopt the Senate version.

Under the Senate version, the change would not have taken effect until next year.
I should note that similar language exists in the Senate version.
Under the Senate version, the top 400 would get a 0.6 percent tax cut.
The Senate version would spend$10 billion over four years, starting in 1991, and increase tax credits for child care.
But more public school choice, as allowed in the Senate version, may yet be adopted.
Work on a Senate version of the legislation has yet to begin.
