Members of Senator Roth's staff said he opposes any industrial intrusion in the region.
"We have found an agency with widespread, serious problems," Senator Roth said.
But yesterday afternoon, 23 hours later, the letter was withdrawn after Senator Roth intervened.
Senator Roth's plan would restore $12 billion to $14 billion over 10 years.
Senator Roth would replace these limits with a ceiling of $3,500 a year for all three types of therapy.
Senator Roth said he wanted to give people more incentives to save and to expand their savings options.
"There's a limit to how long Congress can do that," Senator Roth said.
In a letter to Senator Roth, he said it would "create a larger group of uninsured Americans."
Senator Roth said he had sought a compromise in restoring disability benefits for legal immigrants who have not become citizens.
Ever since she could vote, she had voted for Senator Roth.
