Fighting erupted in the Drina River towns of Visegrad and Zvornik as reports spread that Serb units had approached from Serbia itself.

Michael Williams, a spokesman for the United Nations peacekeeping force here, said today that the village of Vedro Polje west of Bihac had just fallen to a Croatian Serb unit.

"The effect of the bombing has been to keep the Serb units apart and divide them up," he said.

The monitors' report alleged that the national army, whose officer corps is composed predominantly of Serbs, was responsible for arming Serb irregular units.

In Bosnia, they launched massacres in and around Bijeljina, Zvornik and Brčko where they, along with other Serb units, overthrew government forces to establish pure Serbian municipalities.

The group, with ties to the local police and Serb military units, played a prominent role in the ethnic cleansing of Višegrad, committing numerous crimes including murder, rape, torture, beatings, looting and destruction of property.

As the bombing drove Serb military units into hiding, General Jertz said, there had been a resurgence of activity by the rebel Kosovo Liberation Army.

When the Serb units started to enter Škabrnja, Croat forces opened fire at them.
