Issue 3 is Clinton's call to increase the tobacco tax.
The vote on the tobacco tax was 6 to 5.
In the last five years, the federal government and 19 states have increased their tobacco taxes.
The additional tobacco tax is expected to raise about $400 million a year for the state.
"No decision has been made at this point," the governor said of the tobacco tax.
Congress can force the price of cigarettes up through a new tobacco tax.
But they get only half as much, $24 billion, in revenue from tobacco taxes.
The Government collected $5 billion in tobacco taxes last year.
The province said it will not cut its own tobacco taxes.
The tobacco tax is by far the most popular measure the legislature has passed this year.
