Visa, the credit card consortium, said sales at Internet merchants rose by 179 percent for the last two months of the year.
Visa says its fees range between 1 percent and 2 percent.
Visa and Mastercard both say their cards are accepted by more than 6 million merchants.
Visa said it would pay $2 billion, reflecting its much larger share of the debit card market.
Smaller banks, with less sophisticated technology, were more likely to take longer to give customers credit, Visa said.
