The boom continued in the 1980's; West Windsor's population doubled again to 16,021 by 1990.
From a developer's point of view, West Windsor has three things going for it.
Under the law, the 27 square miles in West Windsor are divided into 10 districts.
"West Windsor is now a community that needs to preserve its historical tradition," he said.
The plan still must be approved by West Windsor's planning board.
Officials from West Windsor said they probably had no recourse but to go along with it.
That is largely what happened in West Windsor, a town at the center of the 1990 development boom.
"As mayor of West Windsor he raised taxes by 300 percent," she said.
"We don't really have a town center in West Windsor, so this is the place to meet."
West Windsor, a community of 22,000 just outside Princeton, more than doubled its population between 1980 and 2000.
