"The key to selling product quicker is getting the right product to the dealer, not necessarily a bigger rebate," she said.
"We can't continue to afford bigger rebates, so I would like to saturate market demand first."
Other automakers have resisted reviving big rebates this summer, despite higher-than-normal inventory levels.
That meant that a low-income taxpayer, particularly one with a high property value and thus a high real estate tax bill, would get the biggest rebate.
Despite the auto companies' big rebates and low-cost financing, which have presented some genuine bargains to consumers, spring sales were disappointing this year.
Instead, they are pushing zero percent financing and big rebates on cars and trucks that consumers buy outright, rather than lease.
Their aim was to buy from the company that offered the state the biggest rebate - so many cents per can - on the price of the formula.
