The nation's stream of waste has grown by some 30 million tons over the last five years, agency officials said.

It is supposed to work like this: Two utilities each have to reduce their emissions by 100,000 tons.

Administration officials said companies would not be allowed to increase their air pollution emissions by more than 40 tons each, or 80,000 pounds, a year.

Efficiency improvements alone can cut that growth by three billion tons.

It expanded over those four years by more than one billion tons.

Last month, the governments of about 40 countries agreed to reduce steel output over 10 years by almost 100 million tons.

The company also says it expects production to rise by only 3,000 tons this year, or less than 3 percent.

In the two months since the law took effect, the sugar surplus is down by 50,000 metric tons.

Stockpiles have dropped by 3,588 tons, or 33 percent, during the last eight trading days.

The company has agreed to reduce these emissions by 70 percent, or 252,000 tons per year, within 12 years.
