In May, leaders from both parties refused to attach her proposal to require child-safety locks on all handguns to a juvenile-justice legislative package.

A simple, inexpensive child-safety lock has been repeatedly fought by gun manufacturers and gun lobbyists.

The NYT reports that today, the Clinton administration will announce that it has persuaded handgun manufacturers to provide child-safety locks with all their products.

He directed all Federal agencies to require child-safety locks with every handgun issued to a law-enforcement agent.

He will also propose that gun manufacturers be required to include child-safety locks.

Those include child-safety locks and a ban on the possession of assault weapons by most people under age 18.

To the Editor: The announcement that major gun manufacturers will ship child-safety locks with their products is no cause for congratulating an irresponsible industry (front page, Oct. 9).

And parole officers drive parolees back to jail in an aging Oldsmobile whose main precaution against escape is child-safety locks.

I intend to write my representative and senators in support of child-safety locks, the registration of all handguns and the licensing of all handgun owners.

To the Editor: I cannot appreciate the gun makers' small attempt to "protect children" by supplying child-safety locks with each new handgun purchase (front page, Oct. 9).
