"The appellate division is saying it is not necessary to stop this," she said.

In addition, the division said that 32,357 women called state and county hot lines, which operate 24 hours a day.

In light of those expenses, the division said that it no longer expected to break even during the current fiscal year.

Some of those amendments are likely to be challenged in court, but the division says it is confident the changes will withstand the challenges.
