"The earned-income tax credit is more of a national issue," she said.
It would also end the earned-income tax credit for low-income workers who have no children, he said.
It also calls for spending $125 million to expand the earned-income tax credit, a break to the working poor.
"These people didn't invest the money they got in the earned-income tax credit," she said.

Most low-income people would continue working for private employers, as they now do under the earned-income tax credit.
Throw in the $2,700 he gets through the earned-income tax credit, and his total income rises to $18,200.
