That sort of thing could set a very bad example, the governor of Fezana thought.
In particular, the governors do not think it is reasonable to mandate 35 hours of work a week.
Ms. Hughes said the governor and his aides had thought they were not being "creative" enough.
"Of course I believe that my eight years was the golden age, and every other governor thinks that about his term," he said.
"The military governor of the province and his deputy, I should think."
But these days, the governor is thinking differently.
The governor doesn't think anybody who preaches hate would qualify for the program's funding.
"I would be flattered if the governor thought I was important enough to call to change my mind."
"That doesn't mean the governor doesn't think he's someone who should be honored," he said.
