Maybe that is indeed what the governor was trying to say.
"I think the Governor is trying to fill some political need he has."

"So I think it's very positive that the governor is trying to make the state live within its means again."
Now, the Governor is trying the same approach with local school boards.
The Governor tried to smile, but it was not a very successful effort.
"The Governor is trying to find smaller projects that when put together as a whole, add up to the same thing."
That, in fact, is what the governor of Illinois tried to do.
If anything, the Governor should be trying to set the stage for further tax reductions.
Not, that is, until governors try to do something about it.
