But because they could still face charges under the state's hate-crimes law, the students' lawyers said, they could not offer apologies or admissions of guilt.

While hate-crimes laws cannot enhance the penalties for murder, not all hate crimes are deadly.
By 2000, when the state enacted its hate-crimes law, the number had dropped to 467.
Texas already has a five-year-old hate-crimes law that provides a stricter penalty for crimes motivated by hatred of a group, though it does not specify which groups.
