In 1974, he was elected second vice president of the international union.
The act had created major problems for international unions whose leaders did not take the oath, however.
"I'm not ashamed of the work we've done for any international union," he said.
Two years later he was named director of civil rights and economic opportunity for the international union.
He retired from the international union in 1982 as president emeritus.
He has been a member of the international union's general executive board since 1969.
