Car washing is banned, along with lawn watering, even when drooping blossoms demand it.

And lawn watering will be allowed only a few hours every other day.

At the least, the ban on lawn watering can provide quick results.

In addition, the developer has agreed that the complex will not be allowed to use municipal wells for lawn watering.

The restrictions, the first in New Jersey since 1985, will affect lawn watering, car washing and other daily activities.

"Industry statistics prove that 90 percent of the water used by the gardening public is used for lawn watering," he continued.

The northeast had been the only region totally to ban lawn watering.

But there is often little public discussion about emergency powers exercised by governors on matters like home water use and lawn watering.

Mr. Sinclair said that banning car washing and lawn watering was one thing.

Restrictions on lawn watering have helped some, but more conservation is needed, they say.
