It generally looks at what would have happened without the project.

People never look at what would have happened if we had done nothing.

Look at what happened to those two Americans the other day.

Just look at what had happened to her own brother.

Just look at what happened in the last two weeks of December.

Just look at what has happened in the past year.

Look at what happened from every side and consider all the other ways it could have gone.

They are not looking back at what happened in the past.

The interesting issue is to look at why that fall has happened.
