Fill bottom cavity with meat mixture and fit top half over it.
Stir in the flour then pour all this over the meat mixture.
Do the same with the second third of the meat mixture.
Shape the meat mixture with the hands into 24 meatballs.
Press the meat mixture out into a flat square.
Form the meat mixture into about 24 2-inch balls.
To make the meat mixture, heat the oil in a saucepan.
Add to the meat mixture and mix well to incorporate.
Remove the fish cake, and add it to the meat mixture.
Finely chop these leaves and stir them into the meat mixture.
