It is the first accord the two nations have signed in more than a year of often trying talks.

Those nations and nine others had signed the treaty on December 1, 1959.

By 1996, 41 nations representing more than 80% of the world population had signed the treaty.

It has also been signed by 26 other nations but not yet ratified.

The result was a convention signed by 50 nations; it will take effect sometime next year.

So far 25 nations have signed onto the principles.
