Its numerous objectives included to "identify insufficiencies and bottlenecks in key prerequisites posed by donors for national investments on the water sector", the "establishment of a permanent platform for cooperation between key involved partners at the national level including donor agencies" and the endorsement of a "national roadmap".
Afterwards, in November 2009, the committee collected views of experts from the industry, academia, and research institutes to outline the national roadmap.
