Representative Jim Kolbe, an Arizona Republican who chairs the foreign operations subcommittee of the House Committee on Appropriations, criticized the administration for granting valuable but vaguely defined "budgetary support," rather than financing well-supervised individual projects.
The federal budget process is far from over, but the aid package in the foreign operations subcommittee is often a good indicator of how the administration's priorities will fare in Congress.
"For the first time, the administration is proposing to cross the line from counternarcotics to counterinsurgency," said Senator Patrick J. Leahy, a Vermont Democrat who is chairman of the foreign operations subcommittee.
"We've come a long way," said Representative Sonny Callahan, the Alabama Republican who is chairman of the foreign operations subcommittee of the Appropriations Committee.
Rep. Jim Kolbe, the Republican from Arizona who is chairman of the foreign operations subcommittee, backed the proposal.
The operations subcommittees as a whole made joint decisions.
The House of Representatives foreign operations subcommittee dealing with foreign appropriations cut funding for the IMF Enhanced Structural Adjustment Facility (ESAF).
"There are inherent difficulties with the increasing use of contactors to carry out U.S. foreign policy," said Senator Patrick J. Leahy, Democrat of Vermont and the chairman of the foreign operations subcommittee.
One, Senator Bob Kasten Jr. of Wisconsin, ranking Republican on the Senate Appropriations Committee's foreign operations subcommittee, has commended him for the reorganization, calling the bank "a different institution today."
