Foreigners are buying up state-owned industries, and putting their money in everything from car factories to pharmaceutical subsidiaries.

G. D. Searle & Company, the pharmaceutical subsidiary of the Monsanto Company, said yesterday that it had bought a stake in a large Japanese pharmaceutical company for about $106 million.

It plans to combine finance, human resources and information management to cut costs at some of its five pharmaceutical subsidiaries, which employ a total of 10,000 people worldwide.
