Some 80 House Republicans sent Mr. Bush an open letter last week urging him to "end the current impasse" and "intra-Cabinet turf battles" over domestic policy and make Housing Secretary Jack Kemp, a conservative favorite, his domestic policy czar.

The speech did not, however, include one proposal floated earlier in the week that would have had Mr. Baker assume the role of domestic policy czar in a second Bush term.

And more than 80 House Republicans today asked Bush to appoint Mr. Kemp as a domestic policy czar who could "declare war on our domestic ills."

He emphasized the balance of powers between the executive, judicial, and legislative branches, and proposed an elimination of policy czars and the reduction of power for the judiciary.

Just Saturday, 81 Republican House members wrote to the White House asking that Mr. Kemp be appointed the "domestic policy czar" of the Bush Administration.

In late 1991, 81 of the 166 Republican Congressmen signed a letter co-authored by Curt Weldon and Dan Burton requesting that Bush cede some domestic authority to Kemp as a "domestic policy czar."

Notably eager for prudence himself, Bush may have recognized a soulmate; he later named Yeutter White House domestic policy czar.

She also accused the Executive Branch of evading the system of checks and balances through the use of "policy czars" and executive orders.
