It takes time to get enough evidence to prosecute financial crimes.
He also called for the hiring of 100,000 federal lawyers to prosecute corporate crime.
"It says that they, too, can be prosecuted and held accountable for war crimes in court."
The court would prosecute international crimes when national legal systems are unwilling or unable to do so.
"She has no credibility to prosecute public integrity or economic crimes," he said.
My job is simply to prosecute crimes, then to decide the sentences and see that they are carried out.
