Only Entry Is by Road Since the United Nations suspended its relief airlift into Sarajevo on Sept. 4, the only way into the city has been by road.

Some encouragement was taken from progress that United Nations officials reported having made on reopening Butmir Airport to a relief airlift.

The organization flew "the first international relief airlift to Cambodia since 1975", delivering medicine to Phnom-Penh.

The truce was ignored by the Serbs, but it was renewed four weeks later when the Serbian forces surrendered Sarajevo airport to United Nations forces for an international relief airlift.

The U.N. officials, calling the size of the delegation a violation of the rules under which the airport was opened for the relief airlift, ordered that the delegation be cut to 10 members.

Shelling, apparently from Muslim positions, also rained down on the airport, hub of the international relief airlift for the besieged capital, and closed the road leading from it into the city, UN officials said.

One way that United Nations officials have been able to do this is by providing seats aboard Western military planes that shuttle into Sarajevo airport on a relief airlift.

Sarajevo airport has been the scene of heavy sniper fire since early last week, but United Nations officials kept the relief airlift into the city going despite gunshot damage to several aircraft.

The United Nations shut down its relief airlift to the city on Nov. 19 because the Serbs refused to guarantee the planes' safety.

Prince Sadruddin said he had begun meeting guerrilla leaders here this weekend to discuss his plans for relief airlifts and road convoys.
