Those precautions were announced today by Tampa's public safety administrator, who is coordinating a security force of more than 500 Federal, state and local law-enforcement officers from 22 agencies.

As part of the reorganization, the new safety administrator will serve as a general ombudsman, monitoring safety issues and trends throughout the agency, which has about 49,000 employees.

Mr. Sepull, who is retired, was a safety administrator at Bulk Materials Inc., which was a trucking company in Cleveland.

Preauction negotiations between potential bidders and the blocks' public safety administrators produced an ever growing laundry list of requirements and standards.

Cheryl Kraft, the town's public safety administrator, said more "proactive" investigations, involving advance research and stakeouts, are helping identify more offenders.
