At least 75 percent of the money must be spent on services.
The rest will be spent on food aid and other basic services.
The states spent $11 billion on such services in the last fiscal year.
That will give the city a total of $164.6 million to spend on services.
Over all, spending on most services was 29 percent higher.
Last year more than $100 million was spent on such services.
But what has created the most concern is spending on social services.
The central Government has spent little on services here, a foreign oil executive said.
The money is spent on health care and social services, in an effort to reduce the rates by 50 percent.
