She said the state had long known of the home's problems.
The practical problem today, however, was that the state didn't know where they all lived.
The state knew this years ago, but residents were not told.
He says the policy is about reflecting the argument that the state doesn't always know best.
"I want states to know that Congress and the president mean business on the law," she said.
"Each state knows what works best in their environment," he said.
Of course that will lead to tensions between nation states and god alone only knows what.
"We thought the different states would know how to use these funds in ways best suited to their individual needs."
The state knew that these people were smuggling in the region.
The state does not know yet how many of its 162,000 employees would be eligible.
