The agency would presumably gain the right to demand industry documents that are now obtained only through leaks or litigation.
Eight weeks ago, Thames Water was losing 17% of its supply through leaks.
Water experts say that 10 percent of the city's water is lost through leaks.

"We get lots of information now through leaks, and documents that are sent anonymously to us or slipped under our doors," he said.
