Mr. Kelly referred that question to the zoning commission, where Gary Lorentson, Stratford's planning and zoning administrator, said that a previous lawyer for the town believed the case had been in the wrong court, and that more research had to be done into the legality of the flags.

On Oct. 10 the zoning administrator notified Mr. McGrath that his statue was in violation of the town regulations; he appealed the decision.

"There were no specific objections to affordables," said Gary Lorentsen, the planning and zoning administrator.

Before the ordinance was introduced, all a builder needed was a building permit that met the code on such things as setbacks and height, said John J. Lauria, Amityville's chief building inspector and zoning administrator.

"Middlebury is a different place than the rest of the country, and it has a population that appreciates that difference," said Fred Dunnington, Middlebury's town planner and zoning administrator for 15 years.

Her mother, Jean Clark, is assistant zoning administrator for the Town of Shelburne.

Every municipality is required by state law to have a zoning administrator who oversees the local government's regulatory scheme, and is generally the party responsible for bringing legal actions against zoning violators.

Both are unlikely candidates for development, said Branford's planning and zoning administrator, John Moss; the Lindsey Cove area floods, and Kelsey Island is a stretch of sand accessible only by boat.

The regulation is not strictly enforced, so the town will most likely not take any action on the letter it received from the C.C.L.U., said Marilyn Ozols, the planning and zoning administrator.

Richard Schultz, Shelton's planning and zoning administrator, said Ms. Kusznir was in violation of the town ordinance for "keeping livestock on a parcel under two acres."
